Resolves 5 specific collective bargaining impasses between the State of Florida and certified state employee bargaining units for the 2019-2020 fiscal year

Adopts the state's April 3, 2019 proposal for Section 7 of Article 18 regarding the Police Benevolent Association's Law Enforcement Unit and Florida Highway Patrol Unit

Maintains status quo on Article 18 remainder for PBA units and on Article 23 for the PBA Special Agent Unit, Article 23 for Florida Nurses Association Professional Health Care Unit, and Article 13 for Florida State Fire Service Association–Fire Service Unit

Resolves all other mandatory collective bargaining impasses not addressed by this act or the General Appropriations Act by maintaining status quo and applying personnel rules in effect on May 1, 2019

Takes effect July 1, 2019
