Expands the Coach Aaron Feis Guardian Program by removing the prohibition on classroom teachers serving as school guardians, requiring sheriffs to establish guardian programs when local school boards vote to implement them, and allowing charter schools to access guardian training even if their district has not implemented the program

Requires each public school, including charter schools, to have at least one safe-school officer, with options including school resource officers, school safety officers, school guardians, or school security guards holding Class "D" and "G" licenses with 144 hours of training

Mandates the Office of Safe Schools develop a standardized statewide behavioral threat assessment instrument by August 1, 2019, and establish a Statewide Threat Assessment Database Workgroup to make recommendations by December 31, 2019

Requires school districts to report school environmental safety incidents, with superintendents subject to salary withholding for noncompliance, and mandates transfer of student records including threat assessment evaluations within 3 school days when students change schools

Modifies the mental health assistance allocation to expand school-based mental health services, requiring mental health screenings within 15 days of referral and initiation of school-based services within 15 days of identification, with community-based services initiated within 30 days of referral
