Defines "fracking" as injecting large volumes of fluids at high pressure into rock formations to propagate hydraulic fractures, excluding conventional well stimulation and maintenance techniques.

Prohibits fracking statewide and prohibits disposal of flowback fluid through deep well injection or other below-ground methods in Florida.

Requires minimum bond amounts in the Everglades Protection Area of $500,000 per well or $5 million for blanket bonds for drilling and surface extraction operations.

Establishes detailed drilling criteria for the Everglades Protection Area (Water Conservation Areas 1, 2A, 2B, 3A, 3B; Arthur R. Marshall Loxahatchee National Wildlife Refuge; and Everglades National Park) including road construction standards, drilling site requirements, and production protocols to minimize environmental impact.

Prohibits oil refining in the Everglades Protection Area, requires wildlife impact studies for initial applications and recertifications, increases civil penalties to $50,000 per offense in the Everglades Protection Area, and bans use of flowback fluid for crop irrigation statewide.
