Establishes the Family Empowerment Scholarship Program providing scholarships up to 18,000 students annually (expanding by 0.25% of state enrollment thereafter) from low-income families or foster care to attend private schools, with scholarship amounts based on 95% of FEFP funding per district.

Creates the Florida Best and Brightest Teacher and Principal Allocation funded through FEFP to provide recruitment, retention, and recognition awards to classroom teachers and principals meeting specified criteria related to academic content expertise and school improvement.

Creates the Turnaround School Supplemental Services Allocation providing $500 per FTE to district-managed turnaround schools to fund wrap-around services, extended school days/years, and partnerships with nonprofit organizations for student and family support.

Revises Schools of Hope Program to expand eligibility to include students residing in Florida Opportunity Zones (designated Qualified Opportunity Zones), adds funding for initial facility leasing costs, and requires property/equipment reversion to district upon school closure.

Modifies tax credit scholarship programs (Hope Scholarship and Florida Tax Credit Scholarship) to revise scholarship calculation methodology to 95% of FEFP funding for new students and adjust carryforward limits for unused contributions.
