Authorizes Supreme Court justices who permanently reside outside Leon County to designate an official headquarters in their district of residence, limited to private chambers, and receive subsistence allowances and transportation reimbursement as appropriated funds allow.

Increases the number of circuit judges in the Ninth Judicial Circuit from 43 to 44 and in the Twelfth Judicial Circuit from 21 to 22.

Requires the Office of the State Courts Administrator to provide annual reports to the Legislature detailing problem-solving court participants, funding sources, and performance outcomes.

Makes establishment of Military Veterans and Servicemembers Court Programs mandatory (rather than discretionary) for the chief judge of each judicial circuit.

Raises theft crime thresholds: grand theft third-degree threshold increases from $300 to $750; retail theft felony threshold increases from $300 to $750; permits aggregation of retail thefts across multiple judicial circuits within a 90-day period for prosecution by the Statewide Prosecutor.
