Require the Board of Governors to adopt regulations specifying procedures and authority for naming or renaming state university facilities, including transparency and accountability requirements.

Establish that regulations must address responsibilities of the Board of Governors, university boards of trustees, and presidents, and specify requirements for public engagement and approval processes.

Apply naming regulations when universities initially name facilities, seek legislative repeal of existing legislative designations, or rename facilities previously designated by law.

Repeal chapter 73-370, Laws of Florida, which legislatively designated a facility at Florida State University, implementing a recommendation from FSU's "President's Advisory Panel on University Namings and Recognitions."

Take effect July 1, 2019, with legislative intent that the repeal does not constitute a position on the facility's ultimate disposition but recognizes the university's review process.
