Establishes the Dental Student Loan Repayment Program to provide up to $50,000 per year for up to 5 years to dentists working in underserved areas, with a maximum of 10 new dentists per fiscal year.

Creates the Donated Dental Services Program to provide free comprehensive dental care through volunteer dentists to needy, disabled, elderly, and medically compromised individuals ineligible for public assistance.

Requires hospitals to notify patients' primary care providers within 24 hours of admission and discharge, provide quality and safety measure information to patients, and obtain consultation between treating physicians and patients' primary care providers upon request.

Prohibits health insurers and health maintenance organizations from requiring step-therapy protocols for prescription drugs if the patient was previously approved for the same drug by another health coverage plan within the preceding 90 days.

Declares restrictive covenants with physicians void and unenforceable for 3 years when one entity employs all physicians of a specialty in a county, and expands "direct primary care agreements" to include additional healthcare providers beyond physicians.
