Adds FDA-approved cannabidiol (CBD) drug products to Schedule V of Florida's controlled substances list, limited to finished dosage formulations derived from cannabis with no more than 0.1 percent residual tetrahydrocannabinols (THC).

Reenacts related statutes (sections 817.563, 831.31, 893.07, and 893.13) to update references to the amended Schedule V controlled substances list.

Establishes that selling counterfeit Schedule V controlled substances is a misdemeanor of the second degree, while selling counterfeits of Schedules I-IV remains a felony of the third degree.

Sets penalties for Schedule V violations at misdemeanor levels (first or second degree) compared to felony penalties for higher-schedule substances, across offenses including sale, delivery, possession with intent, and importation.

Requires reporting of theft or significant loss of Schedule V substances to the county sheriff within 24 hours, with failure to report constituting a misdemeanor of the second degree.
