Replaces terminology throughout traffic laws from "accident" to "crash" and adds a comprehensive definition of "crash" that includes exceptions for private property, closed courses, intentional law enforcement actions, and medical episodes unrelated to vehicle operation.

Creates a private rebuilt motor vehicle inspection program to replace a pilot program, establishing requirements for private inspection providers including bonding, insurance, facility standards, background checks, and conflict-of-interest attestations with department oversight and contract enforcement authority.

Authorizes vehicle platoons (two trucks without hazmat placards) to operate on Florida roadways using wireless vehicle-to-vehicle communications after operator notification to transportation and highway safety departments, exempting nonlead vehicles from following-too-closely regulations.

Allows school district boards to extend school zone speed limit enforcement by an additional 15 minutes before and after school arrival and dismissal periods by simple majority vote, and permits district school boards to require community service at trauma centers for traffic violations causing death or serious bodily injury.

Expands Department of Highway Safety and Motor Vehicles authority to conduct investigations, issue subpoenas, and examine persons and records related to motor vehicle dealers, licenses, rebuilt inspections, and title certificates, with provisions for court enforcement of subpoenas and witness fees.
