Requires the Department of Highway Safety and Motor Vehicles to charge costs of obtaining court orders to subpoenaed persons who refuse to comply with subpoenas in vehicle registration and driver license investigations (sections 319.1414, 320.861, and 322.71).

Establishes a $28 fee for initial and renewed validation stickers for vehicles with apportioned registrations under the International Registration Plan (section 320.06).

Authorizes the department to charge a fee for expedited shipping of renewal or replacement driver licenses or identification cards, not to exceed the actual cost of expedited mail service (section 322.21).

Deposits validation sticker fees and expedited shipping fees into the Highway Safety Operating Trust Fund.

Takes effect on the same date as SB 7090 or similar legislation, if adopted in the same legislative session and enacted into law.
