Exempts email addresses and cellular telephone numbers collected by the department under chapters 319, 320, 322, 324, and 328 from public records disclosure; permits disclosure to tax collectors by interagency agreement for notices about titles, registrations, licenses, and office information; exemption repeals October 2, 2024 unless reenacted.

Authorizes the department to disclose confidential email addresses or phone numbers to tax collectors via interagency agreement for communications regarding vehicle services, renewal notices, and office operations.

Creates public records exemptions for information obtained during department investigations and examinations relating to rebuilt vehicle inspections, title certificates, motor vehicle licenses, and driver licenses; exemptions remain in effect until investigation or examination concludes or becomes part of court proceedings and repeal October 2, 2024 unless reenacted.

Effective date contingent on enactment of SB 7090 or similar legislation in the same legislative session.
