Requires compensated petition gatherers to register with the Secretary of State and attest they have been a Florida resident for at least 29 days before collecting signatures on initiative petitions.

Mandates that the Secretary of State maintain a searchable database of registered petition gatherers and that only registered gatherers' petitions can be verified by supervisors of elections.

Extends the Financial Impact Estimating Conference deadline from 45 to 60 days to complete analysis of initiatives and requires the analysis to summarize economic impact on both state and local economies.

Requires initiative sponsors' names and the percentage of in-state donations to appear on ballots, and requires a bold statement on the ballot if the amendment is estimated to increase costs, decrease revenues, or have indeterminate economic impact.

Prohibits paying petition gatherers based on the number of petitions collected and makes violations a first-degree misdemeanor; petitions gathered in violation are void.
