Authorizes the Agency for Health Care Administration to pay for donor human milk bank services as an optional Medicaid service for eligible infants.

Establishes eligibility criteria limiting coverage to infants with birth weight of 1,500 grams or less, congenital or acquired intestinal conditions at high risk of feeding intolerance or necrotizing enterocolitis, or whose mothers are medically unable to produce breast milk, requiring a licensed physician or advanced practice registered nurse order.

Requires donor human milk to be procured from nonprofit milk banks certified by the Human Milk Banking Association of North America (HMBANA), with reimbursement covering reasonable costs plus processing and handling fees.

Adds donor human milk bank services to Medicaid fee-for-service reimbursement authorized under section 409.908 and to minimum benefits covered by managed care plans under section 409.973.

Takes effect July 1, 2020.
