CS/CS/CS/HB 39 - Independent Living Task Force

• Establishes the Independent Living Task Force within the Florida Housing Finance Corporation to develop and evaluate policy proposals that incentivize creation of low-cost, supportive, and affordable housing for individuals with disabilities in mixed-use developments.

• Task force shall consist of 26 members including directors/secretaries from seven state agencies, one gubernatorial appointee, and 18 representatives from housing, disability, development, and community organizations appointed by the Florida Housing Finance Corporation director.

• Members serve without compensation and shall convene by August 1, 2020, with authority to meet in person, by teleconference, or electronic means as needed.

• Task force must identify policy barriers and opportunities, recommend modifications to existing policies or propose new ones (such as allowing greater density), recommend financial and regulatory incentives, and propose funding mechanisms for development and maintenance of disabled-accessible housing units.

• Task force shall submit findings, conclusions, and recommendations to the Governor and Legislature by December 1, 2021, and the task force expires January 1, 2022.
