Defines "conversion therapy" as any practice or treatment performed with the goal of changing an individual's sexual orientation, including efforts to change behavior, gender identity, gender expression, or to reduce sexual or romantic attraction to the same gender.

Exempts professional counseling that provides support to individuals actively undergoing gender transition or support that facilitates coping, social development, or identity exploration without the goal of changing sexual orientation or gender identity.

Prohibits licensed professionals under chapters 458, 459, 490, and 491 (including medical practitioners, osteopathic physicians, psychologists, psychotherapists, clinical social workers, marriage and family therapists, and mental health counselors) from performing conversion therapy on individuals younger than 18 years of age.

Establishes that any licensed professional who practices, performs, or attempts to perform conversion therapy on a minor engages in unprofessional conduct and is subject to disciplinary proceedings by the Department of Health and the appropriate board.

Takes effect July 1, 2020.
