Establishes training requirements on recognition of and responses to head trauma and brain injury in children under 6 years of age for judges, child protective investigators, supervisors, attorneys, guardians ad litem, and law enforcement officers.

Requires the Department of Law Enforcement to provide information to law enforcement officers beginning March 1, 2021 about parents or caregivers who are subjects of child protective investigations or have children under judicial supervision, and mandates officers report concerns about child safety to the central abuse hotline.

Authorizes lead agencies to provide intensive family reunification services that combine child welfare and mental health services to families with dependent children under 6 years of age.

Requires the Criminal Justice Standards and Training Commission to establish training standards for law enforcement officers on head trauma and brain injury recognition, with completion required before July 1, 2022 as part of basic recruit or continuing training.

Mandates quarterly status reports from the Department of Law Enforcement and Department of Children and Families to the Governor's office and legislative appropriations committees regarding implementation of the bill's technology provisions.
