Authorizes community pharmacies to use automated pharmacy systems for outpatient dispensing located away from the pharmacy if the system is under pharmacy supervision and provides live, real-time pharmacist counseling before drug dispensing.

Requires community pharmacies to adopt written policies and procedures addressing system maintenance, drug database integrity, accurate filling and verification, sanitation, testing protocols, staff training, security, quality assurance, and compliance with state and federal law, with annual review and 4-year record retention.

Prohibits automated pharmacy systems from containing or dispensing controlled substances listed under Florida law or federal 21 U.S.C. § 812.

Establishes that medicinal drugs stored in automated pharmacy systems for long-term care facilities, hospices, state correctional institutions, or outpatient dispensing are part of the providing pharmacy's inventory and are considered dispensed by that pharmacy.

Changes Board of Pharmacy authority from mandatory to discretionary rulemaking regarding automated pharmacy system governance, deleting the January 1, 2005 deadline for rule adoption.
