Department of Health must create and electronically distribute a pamphlet with information on screening and treatment of preventable infant and childhood eye and vision disorders, including retinoblastoma and amblyopia.

Birth centers, hospitals providing birthing services, and health care practitioners attending out-of-hospital births are required to provide the eye and vision disorders pamphlet to parents during postpartum care and education.

Revised Medicaid reimbursement provisions for school-based services by removing requirement for certified state and local education funds and specifying the United States Department of Health and Human Services as the federal agency that may waive certain school-based provider qualifications.

Redefined "auditory-oral education program" to require use of faculty and supervisors certified as listening and spoken language specialists each day the child attends, and requires individual educational plan and family support plan teams to include a certified listening and spoken language specialist from the family's chosen program.
