Permits disclosure of a birth parent's name and identity from adoption records without a court order if the birth parent provides written authorization and the adoptee is 18 years or older, or if both the birth parent and adoptive parent provide written consent when the adoptee is under 18 years old.

Allows disclosure of an adoptee's name and identity without a court order if the adoptee is 18 or older and provides written authorization, or if the adoptive parent provides written consent when the adoptee is under 18 years old.

Permits disclosure of an adoptive parent's name and identity without a court order if the adoptive parent provides written authorization for the release.

Maintains existing court process for disclosure of adoption records information upon order of the court for good cause shown, with the court giving primary consideration to the best interests of the adoptee while also considering interests of adoptive and birth parents.

Takes effect July 1, 2020.
