Creates Florida Statutes § 381.796 requiring entities administering high-risk youth athletic activities on state or local government property to mandate unpaid or volunteer personnel complete a Department of Health-approved safety course.

Course must be completed within 30 days of initial involvement and annually thereafter, with no fees charged to personnel; may be offered online or in person.

Defines "high-risk youth athletic activity" as organized sports for children 14 years of age or younger with significant possibility of serious physical injury, including football, basketball, baseball, volleyball, soccer, ice or field hockey, cheerleading, and lacrosse.

Required course content includes emergency preparedness for traumatic injuries, concussions and head trauma, heat and extreme weather injuries, and physical conditioning and proper use of training equipment.

Licenses athletic trainers under chapter 468 are exempt from course requirements; Department of Health must adopt implementing rules; bill effective July 1, 2020.
