Revises the definition of "properly served" to include delivery by hand, U.S. mail, overnight delivery service, or facsimile to a person or entity registered to do business in any state.

Expands service options for out-of-state corporations to include their registered agent in Florida or as authorized under the laws of the state where process is served, and permits service at any location where the corporation routinely accepts service through the Internet.

Authorizes subpoena applicants to petition a court of competent jurisdiction to compel compliance by Florida businesses or out-of-state corporations that refuse to comply with a properly served subpoena.

Permits courts to address noncompliance as indirect criminal contempt with daily fines ranging from $100 to $1,000 per day for a maximum of 60 days.

Effective date is July 1, 2020.
