Creates Section 120.82 ("Keep Our Graduates Working Act of 2020") prohibiting state authorities from denying, refusing to renew, suspending, or revoking occupational licenses based solely on student loan default or delinquency.

Defines covered student loans as federal-guaranteed or state-guaranteed loans for postsecondary education, and applies protections to all professional licenses, certificates, registrations, and permits granted by state authorities.

Amends health care licensing statutes to carve out an exception preventing applicants listed on the federal Office of Inspector General's exclusion list solely due to student loan default or delinquency from being denied licensure or renewal.

Clarifies that failing to repay federally or state-guaranteed student loans in accordance with loan terms is not grounds for disciplinary action against health care practitioners under general grounds for discipline provisions.

Requires the Department of Education to comply with Section 120.82 when collecting delinquent scholarship and student loan accounts, effective July 1, 2020.
