Adds new requirement for concealed weapons or firearm license applicants to undergo mental health evaluation by a clinical psychologist or psychiatrist and be determined competent and of sound mind.

Allows applicants to alternatively provide a letter from a medical professional licensed under chapter 458 or 459 stating the individual is not suffering from any serious mental illness.

Maintains existing requirement that applicants must not have an active injunction restraining them from committing acts of domestic violence or repeat violence.

Effective date is July 1, 2020.
