Board of Governors and State Board of Education shall create a uniform process for awarding postsecondary credit or career education clock hours to servicemembers and veterans based on military training and education, in consultation with the Department of Veterans' Affairs.

Articulation Coordinating Committee must convene a 13-member workgroup by July 15, 2020, including representatives from universities, colleges, career centers, and veterans, to develop course equivalencies and minimum credit awards by December 1, 2020.

Within one year of workgroup approval, the Articulation Coordinating Committee shall approve a prioritized list of military course equivalencies and minimum credit hours to be adopted by both boards and included in the statewide articulation agreement.

State universities, Florida College System institutions, and career centers must award uniform postsecondary credit or career education clock hours based on the approved list if applicable to a student's degree or certificate, with guaranteed transfer between institutions.

State universities, Florida College System institutions, career centers, and charter technical career centers shall waive transcript fees for active duty military members, honorably discharged veterans, and their spouses and dependents, with annual reporting requirements.
