Increases the sentence point threshold requiring nonstate prison sanctions for third-degree felonies from 22 to 44 points, except for forcible felonies and chapter 810 violations.

Establishes that sentencing judges' decisions are guided by a computed recommended sentencing range from the lowest permissible sentence to the highest recommended prison sentence.

Requires trial court judges to explain in writing their reasons for imposing sentences above the highest recommended prison sentence under the Criminal Punishment Code.

Increases minimum sentence points for state prison sanction eligibility from 44 to 52 points and changes the calculation method by subtracting 28 points instead of 36 points from total sentence points.

Takes effect July 1, 2020.
