Proposes a new section in Article X of the Florida State Constitution requiring the state Medicaid plan to provide coverage to persons under age 65 with income equal to or below 138 percent of the federal poverty level.

Requires the state Medicaid agency to submit state plan amendments to the governor no later than April 1, 2021.

Requires the governor to review and provide comments on the amendments by July 1, 2021, and the state Medicaid agency to submit amendments to the federal government by October 1, 2021.

Exempts any implementing legislation from Article VII, Section 19 of the state constitution.

Designates the proposal as a constitutional amendment to be submitted to Florida voters for approval or rejection at the next general election or earlier special election.
