Prohibits termination of pregnancy if a physician detects a preborn intrauterine heartbeat, with exceptions only for medical emergencies that threaten the pregnant woman's life or serious risk of substantial and irreversible physical impairment of a major bodily function.

Requires physicians to perform ultrasound examinations, inform pregnant women of the presence or absence of a detectable heartbeat, and document findings in the woman's medical file before performing an abortion.

Removes medical necessity exceptions and partial-birth abortion provisions from existing law; establishes criminal penalties of third-degree felony for violations, or second-degree felony if the violation results in the woman's death.

Requires informed consent including 24-hour waiting period, disclosure of abortion risks, gestational age verification by ultrasound, and opportunity to view ultrasound images and hear fetal heartbeat (with exceptions for victims of rape, incest, domestic violence, or human trafficking).

Restricts use of state and local public funds for organizations that perform abortions unless all abortions are for rape, incest, or medically necessary procedures; effective July 1, 2020.
