Deletes the requirement that a license is needed to carry a concealed firearm, changing the offense from felony to misdemeanor for unlicensed concealed firearm carrying.

Authorizes the Department of Agriculture and Consumer Services to issue reciprocity licenses to carry concealed weapons or firearms to nonresidents and establishes full faith and credit for valid out-of-state licenses.

Allows nonresidents 21 years or older with valid concealed weapons licenses from their home states to carry concealed firearms in Florida, subject to the same restrictions as Florida residents.

Establishes the Coach Aaron Feis Guardian Program allowing school employees to carry firearms on school premises after completing 144 hours of training, psychological evaluation, and drug testing, with a $500 one-time stipend.

Updates criminal penalties to classify carrying a concealed firearm without a license as a third-degree felony and modifies sentencing guidelines accordingly.
