Proposes amendments to Article II Section 5, Article XI Section 5, and repeal of Article XI Section 2 of the Florida Constitution to eliminate the Constitution Revision Commission.

Removes language allowing public officers to serve as members of a constitution revision commission, leaving only taxation and budget reform commission, constitutional convention, and statutory advisory bodies as exceptions to the one-office rule.

Deletes references to "report of revision commission" throughout the constitutional amendment process, replacing them with references to constitutional convention and taxation and budget reform commission proposals.

Requires submission of proposed amendments and revisions to electors at the next general election held more than 90 days after filing, or at a special election with three-fourths legislative vote approval for a single amendment.

Must be approved by at least 60 percent of voters to become effective on the first Tuesday after the first Monday in January following the election.
