Repeals section 286.035 of Florida Statutes relating to the Constitution Revision Commission, the powers of its chair, and assistance by state and local agencies.

Amends section 101.161 to remove reference to "constitutional revision commission proposal" from ballot language requirements for constitutional amendments and public measures.

Amends section 112.3215 to remove the Constitution Revision Commission from the definition of "agency" subject to executive branch lobbying regulations and reporting requirements.

Removes provisions requiring lobbyists to register and report when influencing the Constitution Revision Commission's actions through oral or written communication.

Takes effect contingent upon approval of a constitutional amendment proposed by HJR 301 or similar joint resolution at the next general election or an earlier authorized special election.
