Authorizes district school boards and charter school governing boards to allow up to one mental health day per semester as an excused absence for students.

Requires school principals to contact parents upon each unexcused absence or absence with unknown reason to determine the cause.

Establishes intervention procedures when students accumulate 5+ unexcused absences in a calendar month or 10+ in a 90-day period, including referral to child study teams and potential attendance contracts.

Provides procedures for home education program oversight when students with nonattendance patterns are enrolled, including portfolio reviews every 30 days and potential program termination after 180 days if portfolios are not provided.

Takes effect July 1, 2020.
