CS/HB 319 - Florida Healthy Marriage Handbook

• Creates the Florida Healthy Marriage Handbook containing resources and information on forming and maintaining long-term marital relationships, including topics on communication, conflict resolution, financial planning, and raising children.

• Requires clerks of circuit court to post electronic copies of the handbook on their websites and make printed copies available to marriage license applicants upon request.

• Encourages clerks of court to provide marriage license applicants with lists of course providers and websites offering marriage and relationship skill-building classes.

• Prohibits issuance of marriage licenses until both parties provide written verification that they have obtained and read the Florida Healthy Marriage Handbook or accessed similar information about marriage rights and responsibilities.

• Takes effect July 1, 2020.
