• Amends Florida Statutes § 215.32 to exempt the State Housing Trust Fund and Local Government Housing Trust Fund from legislative authority to transfer unappropriated cash balances to the Budget Stabilization Fund and General Revenue Fund in the General Appropriations Act.

• Adds these two trust funds to an existing list of protected trust funds that cannot have their unappropriated balances transferred without specific legislative authorization.

• Maintains protections for other statutorily protected trust funds including federal program trust funds, bond covenant trust funds, the State Transportation Trust Fund, and the Florida Retirement System Trust Fund.

• Takes effect July 1, 2020.
