Expands the definition of "harm" to a child under Florida child welfare law to include violations of motor vehicle child restraint laws (s. 316.613, 316.614) and laws prohibiting unattended children in vehicles (s. 316.6135) that result in death or injury requiring medical facility treatment, if a physician substantiates the violation caused the harm.

Requires the Department of Children and Families to refer cases involving motor vehicle violations resulting in child harm and reports from emergency room physicians to Child Protection Teams for assessment and support services.

Updates cross-references in sections 39.302, 39.521, and 39.6012 to reflect the renumbering of subsections in the definitions section.

Takes effect July 1, 2020.
