Authorizes the Department of Highway Safety and Motor Vehicles and authorized agent tax collectors to collect electronic mail addresses and telephone numbers for vehicle and vessel registration, titling, driver license, and identification card purposes.

Permits use of electronic mail and text messages in place of United States Postal Service for notifications and informational communications including renewal notices, office hours, appointment scheduling, and website information.

Requires all electronic mail addresses and telephone numbers to be mutually shared between the department and authorized agent tax collectors upon request.

Exempts notices regarding potential forfeiture or foreclosure of property interests, which must continue to be sent via United States Postal Service.

Takes effect July 1, 2020.
