Creates section 790.0653, F.S., requiring background checks on all firearm sales and transfers between unlicensed persons, with checks performed through licensed dealers using the National Instant Criminal Background Check System.

Mandates that unlicensed persons transferring firearms must appear jointly at a licensed dealer, complete all required state and federal forms, and allow the dealer to process the transaction as if transferring from the dealer's own inventory.

Authorizes licensed dealers to charge a reasonable fee not exceeding administrative costs plus applicable federal and state fees for facilitating background checks on private transfers.

Exempts certain transfers including those by law enforcement, military personnel, gunsmiths, family members (with limitations), temporary transfers for hunting or sport shooting, estate transfers, emergency transfers to prevent death or harm, and antique firearms.

Establishes violation as a third-degree felony and requires law enforcement to report violations by licensed dealers to the Attorney General; effective July 1, 2020.
