Renames Part II of chapter 386, Florida Statutes from "Indoor Air: Smoking and Vaping" to "Smoking and Vaping" and renames the Florida Clean Indoor Air Act to the Florida Clean Air Act.

Authorizes counties to further restrict smoking within the boundaries of public beaches and public parks that they own, while maintaining state preemption over smoking regulation.

Creates a new prohibition on smoking within the boundaries of state parks.

Requires the Department of Health to monitor enforcement of laws prohibiting tobacco sales to minors and continued enforcement of the Clean Air Act in coordination with the Department of Business and Professional Regulation.

Requires public address announcements at transportation terminals in metropolitan areas with populations over 230,000 to inform the public that smoking and vaping are prohibited except as provided in law; announcements must occur at least every 30 minutes.

Takes effect July 1, 2020.
