Requires the Criminal Justice Standards and Training Commission to include instruction on recognizing and overcoming implicit bias in the 40 hours of required continued employment training for police officers, based on the Fair and Impartial Policing model.

Defines implicit bias as unconscious and often subtle associations made between groups of people and stereotypes about those groups.

Requires the State Board of Education to develop training requirements for all public K-12 instructional personnel and administrators in recognizing and overcoming implicit bias by July 1, 2021.

Requests that the Florida Supreme Court adopt rules requiring judges to receive training in recognizing and overcoming implicit bias.

Effective date is July 1, 2020.
