Renames the "Tampa Bay Area Regional Transit Authority Metropolitan Planning Organization Chairs Coordinating Committee" to simply "Metropolitan Planning Organization Chairs Coordinating Committee" and removes the requirement that TBARTA provide administrative support and direction to the committee

Allows mayors serving on the TBARTA governing board to designate an alternate who must be an elected city council member approved by the council, with full voting rights when the mayor is absent

Changes quorum requirements from a fixed seven members to a simple majority of the 13-member board, with actions requiring a simple majority vote of members present rather than seven votes

Removes obsolete provisions requiring the board to evaluate and submit recommendations on various committees (planning, policy, finance, citizens advisory, transit management, and technical advisory) to legislative leadership before the 2018 session

Effective date of July 1, 2020
