Renames the "Competency-Based Education Pilot Program" to the "Mastery-based Education Program" and expands eligibility to all public school districts and developmental research schools

Authorizes participating district school boards to award high school credit based on student mastery of core content and skills rather than requiring minimum instructional hours (normally 135 hours per credit)

Permits participating schools to use alternative interpretations of letter grades for grades 6-12, while maintaining the standard 4-point GPA scale for calculating grade point averages

Requires the statewide articulation agreement to include fair and equitable postsecondary access for students who earned high school credits through mastery-based education

Effective date: July 1, 2020
