Plans must include full inventory of diesel exhaust fluid, designated storage areas away from aircraft fueling vehicles and fuel facilities, designated refilling areas outside aircraft operating zones, and proper labeling and storage protocols

Training requirements for all fixed-base operator employees who handle diesel exhaust fluid or fuel system icing inhibitors in their regular duties

Physical security measures required on fuel system icing inhibitor fill points on aircraft fuel delivery vehicles to prevent unauthorized access

Plans must be approved by governing body by September 1, 2020, submitted to Department of Transportation by October 1, 2020, fully implemented by January 1, 2021, with annual compliance certification required beginning January 1, 2022
