Exempts individuals certified under s. 393.17 or licensed under chapter 490 or 491 from clinic licensure requirements when employed by or contracted with entities providing applied behavior analysis services

Expands the definition of "private instructional personnel" to include behavior analysts certified by nonprofit credentialing entities approved by the department

Adds paraprofessionals working under supervision of authorized behavior analysts to the definition of "private instructional personnel" for public-private collaboration in schools

Maintains requirement that entities must still be licensed as clinics to receive reimbursement under Florida's Motor Vehicle No-Fault Law
