Commissioner of Education must develop minimum criteria for a nonpartisan civic literacy practicum that may be integrated into the high school United States Government course, beginning with the 2021-2022 school year

Students completing the practicum must identify a community civic issue, research it from multiple perspectives, develop a personal involvement plan, and create a reflective portfolio documenting their experience

Hours spent outside classroom instruction on the civic literacy practicum may count toward community service requirements for the Florida Bright Futures Scholarship Program

State Board of Education must annually designate public schools providing high-quality civic learning as "Freedom Schools" based on criteria including classroom integration strategies, cross-curricular scope, and student completion rates
