Authorizes the Tri-Par Estates Park and Recreation District board of trustees to adopt and enforce rules governing district facility use, with penalties up to $100 per violation and a cumulative maximum of $1,000 for continuing violations

Permits suspension of property owners' or their guests' rights to use common areas and facilities for up to 10 days per violation, while preserving vehicular and pedestrian access to properties including parking rights

Requires at least 14 days' notice and a hearing before a committee of three property owners (who are not officers, trustees, employees, or their relatives) before any fine or suspension can be imposed

Allows the district to suspend common area access for property owners more than 90 days delinquent in paying fines, until the fine is paid in full

Prohibits fines from becoming liens against properties and takes effect upon becoming law
