Authorizes the Holiday Park Park and Recreation District Board of Trustees to adopt and enforce rules governing use of district facilities and prescribe penalties for violations under Chapter 418, Florida Statutes

Limits fines to $100 per violation, with continuing violations capped at $1,000 cumulative total; fines may not become liens against property

Allows suspension of common area and facility use for up to 10 days per violation, but suspensions cannot restrict vehicular or pedestrian access to property or parking rights

Requires at least 14 days' notice and a hearing before a committee of at least three property owners (who are not officers, trustees, employees, or their relatives) before imposing any fine or suspension

Permits the district to suspend common area access if fines remain unpaid for more than 90 days, until paid in full
