Creates a teacher salary increase allocation to raise minimum base salary for full-time classroom teachers and certified prekindergarten teachers to at least $47,500, with remaining funds used for salary increases for other instructional personnel

Repeals the Florida Best and Brightest Teacher Program (s. 1012.731) and the Florida Best and Brightest Principal Program (s. 1012.732), replacing them with the new teacher salary allocation

Removes the 30 semester credit hour cap on postsecondary credits students may earn through International Baccalaureate and Advanced International Certificate of Education programs

Adds 0.3 full-time equivalent student membership calculation for students who earn a College Board Advanced Placement Capstone Diploma beginning in the specified fiscal year

Requires school districts to submit salary distribution plans by October 1, preliminary reports by December 1, and final reports by August 1 to the Department of Education
