Preempts to the Florida Department of Health exclusive regulatory and permitting authority for sanitary and permitting standards for mobile home parks, lodging parks, recreational vehicle parks, and recreational camps

Establishes that guest stays of less than 6 months in a recreational vehicle park create a rebuttable presumption of transient occupancy; allows parks damaged by natural disasters to rebuild using the same density standards previously permitted

Authorizes recreational vehicle park operators to refuse access and eject transient guests or visitors for disorderly conduct, intoxication, illegal activity, safety hazards, or nuisance behavior; refusal to leave constitutes trespass under s. 810.08

Allows operators to disconnect utilities when a guest owes more than 3 nights' rent and provides procedures for handling abandoned property left by guests who vacate without notice

Exempts surf pools larger than 4 acres from state supervision until the department adopts rules, provided local government permits the facility through a special use process in consultation with the department
