Creates the Home Instruction for Parents of Preschool Youngsters (HIPPY) Grant Program under Section 1002.996, Florida Statutes, to fund evidence-based home visitation programs that help parents teach their preschool children at home

Designates the Florida HIPPY Training & Technical Assistance Center at the University of South Florida to administer grants to program operators establishing new or operating existing HIPPY programs

Targets funding for HIPPY programs in 15 named Florida counties including Miami-Dade, Broward, Hillsborough, Duval, and Palm Beach, among others

Requires grant applicants to complete the HIPPY USA application process and demonstrate technical and financial ability to sustain the program beyond initial funding

Mandates annual public reporting beginning September 1, 2021, on grant amounts, services provided, and number of children and families served by each funded program
