Requires public accommodations and government buildings to install at least one universal changing place—an enclosed restroom with a powered, height-adjustable adult changing table for persons with physical disabilities

Applies to entertainment venues, shopping centers over 40,000 sq ft, museums, parks, schools, senior centers, government buildings, transportation stations, and healthcare facilities

Universal changing places must measure at least 8x10 feet, include a changing table that adjusts from 8 to 34 inches high, supports 350+ pounds, and measures at least 25x70 inches

Requires signage at restroom entrances and in building directories indicating the location of universal changing places

Takes effect January 1, 2021 for new construction and for existing facilities undergoing renovations costing $37,500 or more
