Revises health care practitioner licensure requirements across multiple professions including physicians, dentists, dental hygienists, nurses, psychologists, marriage and family therapists, mental health counselors, athletic trainers, and massage therapists

Requires dentists and certified registered dental hygienists to report adverse incidents to the Department of Health in writing within 48 hours, with complete reports due within 30 days

Changes Council on Physician Assistants composition to include three physician assistants appointed by the State Surgeon General and two physicians (one each from Board of Medicine and Board of Osteopathic Medicine) who supervise physician assistants

Extends Tier 3 cancer center participation in the Florida Consortium of National Cancer Institute Centers Program until June 30, 2024, and extends nursing education program accreditation study requirements through 2025

Adds battery against vulnerable adults or patients/residents of licensed health care facilities as a disqualifying offense for employment in health care facilities and for health care practitioner licensure
